Kobina Hughes

Kobina Hughes is a dual-qualified solicitor of England & Wales and Ghana with more than thirty years’ experience advising governments, utilities, multinational organisations and private sector clients on energy, infrastructure, power and major project development across the United Kingdom and Africa. His practice combines commercial, regulatory and project advisory expertise with a technical background in systems engineering, enabling him to bridge complex legal, commercial and technical issues across major infrastructure and energy projects.

Kobina has advised on some of the most significant energy and infrastructure projects in the United Kingdom and Ghana, including electricity interconnectors, renewable energy developments, independent power projects (IPPs), electricity regulation, procurement, project finance and public sector infrastructure. He has held senior legal positions at National Grid Ventures, Ofgem, the Greater London Authority and the Volta River Authority (Ghana), providing him with a distinctive understanding of both public and private sector infrastructure delivery.

His practice encompasses construction and infrastructure projects, power purchase agreements, project finance, energy regulation, commercial contracts, procurement, arbitration, regulatory compliance and cross-border commercial transactions. He regularly advises on complex projects involving governments, utilities, regulators, international investors and multinational sponsors throughout Africa.

Kobina has particular expertise in the African energy sector, having advised on large-scale renewable energy developments, electricity generation, transmission infrastructure and government-backed projects. His experience includes advising on regulatory reform, EPC procurement, major power purchase agreements, grid infrastructure, public-private partnerships and commercial negotiations involving state-owned enterprises and international developers.

Alongside his energy and infrastructure practice, Kobina is recognised for his work in the emerging space sector, advising on space-based solar power, energy innovation and the development of Ghana’s national space policy. He regularly contributes to international discussions on the intersection of energy, technology and infrastructure development across Africa.
